The Home witnessed repeated adjournments because the Opposition demanded a dialogue on SIR. Within the post-lunch session, minister Sarbananda Sonowal moved the Indian Ports Invoice for consideration and passing. It was handed by a voice vote inside 25 minutes. The Home was adjourned for an hour until 4.30 pm. Minister G Kishan Reddy moved the Mines and Minerals (Growth and Regulation) Modification Invoice.
The Opposition members continued their protests regardless of repeated appeals by Jagdambika Pal, who was presiding over the Home. The Opposition threw some papers whereas protesting and the Chair took a grim view of the conduct. Parliamentary affairs minister Kiren Rijiju stated, “How will you throw papers on the chair?… You ought to be ashamed.” Pal noticed that Congress' deputy chief within the Lok Sabha had been “instigating” folks to enter the nicely and throw papers. Whereas not naming anybody, he stated the conduct was not acceptable.
